Carley is a passionate geospatial leader serving as the GIS Manager for Highlands County Florida. She is dual certified as a GISP and FAEM (Florida Associate Emergency Manager). Since taking on her current role, she has transformed the County's GIS program from an underutilized tool into an essential, enterprise-wide system supporting planning, public safety, and emergency management operations. Carley's work bridges the gap between technical innovation and practical application. She has presented and taught at state and regional conferences on topics including department management, disaster response, GIS applications in stormwater, and integrating GIS into emergency management.
